§02How the six are read together
The criteria are not weighted against each other; each has to be met on its own terms. A criterion that fails is a criterion that fails, and the file records the failure rather than averaging it away. The rule against averaging is what makes the criteria checkable: a reader can pick one and inspect it without having to unwind a composite score first.
The criteria are also not comparative. Each is checked against the recorded holder and the recorded holder alone.
